8:55am Unit Blk Leese Disturbing the Peace
A confrontation between a DPT officer and a vehicle owner led to an
arrest. Among some owners there’s a myth that putting a note on a
disabled vehicle will prevent a citation. If your disabled vehicle is
parked on the street it should be removed for repair or storage off
the street. You’re not allowed to store a disabled vehicle
indefinitely on the street. Sometimes the DPT officer will give the
vehicle owner a pass the first time they encounter a disabled vehicle
with a note. But it’s not required. On this day a DPT officer
escorting a street sweeping truck encountered the same disabled
vehicle with a note, at the same location, that she saw the previous
week. In the previous week she didn’t issue a citation. But on this
week she did, causing the owner to confront her with threats and
verbal abuse. Ingleside Officers Lim and Chang were dispatched to the
scene and when they arrived they tried to defuse the situation.
However, the vehicle owner ignored their advice and continued to
shout, swear, harass, and threaten the DPT employee. After several
warnings, the officers attempted to place the vehicle owner into
custody, but he physically resisted. Following a brief struggle he was
placed in handcuffs. He was cited for disturbing the peace and

9:30pm 5300 Blk Diamond Heights Stolen Vehicle
The broadcast from dispatch was troubling. A witness called “911”
about a person with a gun standing next to an older model Toyota
Camry. Ingleside Officers Neary and Zhao responded and found the car
in a parking lot with no one around and the front door open. A
computer check revealed the car was stolen from and address in
Pittsburg. Inside the Camry the officers discovered a lunch box with
an ID in the back seat, along with mail and personal pictures. The
officers called for a tow truck and were interviewing potential
witnesses when they were advised by dispatch that the suspect had
returned to the stolen car. Neary and Zhao quickly returned to the
stolen car and found the man, matching the personal items in the car,
sitting in the vehicle. He was placed in handcuffs. The officers also
discovered an “air soft” pistol inside a beanie on the back seat which
was not there during their first inventory of the vehicle. The suspect
was arrested for vehicle theft and an outstanding warrant out of South

Sunday, March 13th, 2016

9:15am 5200 Blk Diamond Heights Stolen Auto
A citizen called the non-emergency dispatch phone number
(415-553-0123) to report a concern. The man said there were people
sleeping in an older Honda Civic and he was worried they may have some
health issues. He gave the license number to dispatch, who quickly
determined the Honda was stolen. Ingleside Officers Trujillo,
Phillips, and Aiello responded and found two men and a woman in the
car. They also discovered a “shaved” key used by car thieves to
operate stolen vehicles. The driver was arrested for car theft and the
male passenger was arrested for an outstanding warrant. The woman was
released at the scene. The owner of the vehicle traveled to the
location and drove his car home. Report number: 160201942
