10:30 am, 100 blk Lyell, Robbery, Street, W/Force
PSA Zabarte was approached at Ingleside Station by a woman who reported a robbery incident. The victim stated that she was walking on Lyell when she was approached by the suspect who grabbed her purse strap with both hands. The victim stated that she struggled against the robber who pushed her into a parked vehicle and then onto the ground during the struggle. The victim was overpowered by the suspect who wrestled her purse from her and was last seen running away on foot. The victim was not injured. Report number 101021064

07:59 am, 385 Monterey, Theft from Locked Vehicle
Sgt Escobar with Officers Rosiak and Smethurst responded to an auto boost that had just occurred. Sgt Escobar and Officer Rosiak located the described suspect and detained him. The witness positively identified the suspect and he was identified in another incident as well. The victims property was located in a back pack the suspect was wearing. He was transported to Ingleside Station where he was later booked.

03:45 am, 2800 blk Diamond, Shoplifting
A shoplifting suspect was seen in a grocery store and contacted by the store owner. The suspect had previously stolen a large amount of expensive liquor from the grocery store, but was not seen in possession of any stolen property on this date. Officers Ng and Hintzen searched the area for the suspect to no avail. Report number 100992474

07:08 pm, 5200 Diamond Hgts , Petty Theft w/ Prior
A store employee was seen by a security guard running after a man from the store. The guard and the employee were able to get the man in custody. The suspect had stolen several items from the store. Officers Gomez and Lim responded and took over custody of the suspect. A computer query revealed that the suspect had numerous prior theft convictions and was therefore booked at Ingleside Station. 04:00 am, 5300 blk Diamond Hghts, Vandalism to Vehicles
Officers Rosiak and Trujillo responded to a call of vandalism and met with numerous vehicle owners who had discovered that their vehicle had been damaged. The officers found eleven vehicles had been damaged with punctured tires, cracked windshields and dents and scratches within a two block area. No suspect information was provided. 02:00 pm, 100 blk Bemis, Burglary, Apartment, Forced
Officer Paras investigated a burglary call. The victim told the officer that he left his home secured except for a small bathroom window. He returned home and found the window wide open and his front door unlocked. The victim discovered that his laptop computer had been stolen. Report number 101000052

03:00 pm, 100 blk Roanoke, Theft from Locked Vehicle
A woman reported to PSA Guituan at Ingleside Station that her locked and unattended vehicle had been broken into. The victim stated that the right rear window of the vehicle had been smashed and some cookware and clothing were stolen from the vehicle. Report number 100999038

Sgt Miller responded to a burglary call. He met with the victim who had left her home intact and returned to find her front door had been forced open damaging the door and frame. She discovered that her purse had been stolen from the kitchen table, but no other items stolen or disturbed. Report number 101001925

03:54 pm, 200 blk Arlington, Warrant Arrest
Officer Daggett and Officer Hurwitz went to the home of a woman who they knew to have an outstanding arrest warrant. The woman was located there, and taken into custody for the warrant. Report number 100953517

10:58 pm, Monterey/Diamond, Drug Arrest
Sergeant Lozada was on patrol when he saw a car driving with its high-beams on. Along with Officers Hom and Cassinelli, Sgt Lozada stopped the car and met with the occupants. One of the occupants was on parole, and a search showed that he was in possession of multiple baggies of marijuana. The man was taken into custody for the possession of marijuana for sale and a parole hold. The driver of the car was issued a citation for driving with his high-beams on. Report number 100954985

Officers Rosiak and Trujillo responded to a vandalism call and found that a daycare center had been struck with eggs by an unknown suspect. The center had been vandalized recently as well. The program director and the staff did not know who could be vandalizing the facility. There was no damage to the building once cleaned up. Report number 100959800

10:30 am, 2800 blk Diamond Burglary, Store, Safe
A restaurant alarm was activated at 3:00 am and the business owners were notified, but did not respond. The police were not notified. The owners discovered that there was indeed a burglary when they responded to the store for opening in the morning and found that the back of the restaurant and office had been entered and money and equipment was stolen. Officer Padilla responded and prepared the report.

Officers Jones and Morse responded to a shots fired call and found a vehicle and a residence damaged, but no injuries. The owner of the vehicle was not available, but the residents of the unit were home and asleep when the shots entered their home. The couple and their young child were unharmed. No witnesses were located. Report number 100918282

Captain’s Message:
I’ve been writing in the newsletter and speaking at community meetings about car break-ins for many weeks. We know the criminals are breaking into several parked cars in a row. We know they smash out the windows, but not opening the doors, so alarms don’t sound. We know that “shaved keys” are sometimes used to steal cars. We know from some witness accounts, that the criminals are using cars to drive in and away from their target locations.

Ingleside plainclothes teams made a significant arrest early this morning. The suspect was initially spotted at Diamond and Surrey (Glen Park) as he looked into parked cars. He was then observed at Harper and Laidley, where he was followed into Noe Valley to 28th Street and Sanchez from a distance. The suspect was able to quickly steal a car and drive off. Officers attempted to pull over the suspect, but he sped off. The attempted traffic stop was terminated due the suspect’s reckless driving behavior. The suspect then drove onto highway 101. The CHP found the suspect in South San Francisco, where he crashed into a guard rail.

The suspect was on felony probation for a stolen car. He had two shaved keys and suspected narcotics in his possession.

What makes this significant, besides being a great arrest, is how the suspect covered a wide range of territory and what actions he took to achieve his goal. He travelled from Glen Park to the Noe Valley to case cars and eventually to steal a car. He wasn’t committing crimes of opportunity; he was “on a mission.” We don’t know if he was going to use that stolen car to return to the other parked cars to break into them and make a quick get away. This was just one person, but there certainly are others. We ask you to be vigilant and report suspicious persons and activity to the police.

07:54 pm, 5200 blk Diamond Heights, Shoplifting
Officer Kneuker and Officer Archilla responded to the report of a person caught shoplifting at a supermarket. A security guard at the market had seen the suspect put items in her purse and walk out of the store without paying for them. The woman was charged with felony theft. Report number 100885540

12:19 am, 5200 blk Diamond Heights, Shoplifting
Officer Henry-Garcia and Officer Dilag responded to the report of a theft from a supermarket. Witnesses at the store said that they saw a man suddenly grab a bunch of items and run out of the store. The suspect was described as an African-American male (6’03) wearing a black beanie cap and a black jacket. Report number 100882370

Sergeant Miller responded to the report of fraud. The victim said that he had received a call from a person who the thought to be his grandson. The person claimed that he had been arrested in another country. The victim was then spoken to by a man claiming to be a detective, who said that the victim needed to wire $5600 to bail his grandson out. The victim did this, not realizing that this was a scam. 05:28 pm, Unit blk Whitney, Aggravated Assault/Battery of Officer
A man recklessly drove through a neighborhood block party around police barricades blocking the street. The neighbors, enjoying their event, were shocked and scared that the man may injure or kill any of the numerous adults and children and yelled for him to stop. The man cursed at the victims and yelled out racial slurs. The victims took note of the vehicle license plate and the description of the driver and called for the police. Officers Perez and Reyes responded to the scene and with the information provided to them responded to the house of the owner of the vehicle. The driver was seen exiting the garage area of the house and the vehicle was seen in the garage. The officers contacted the suspect and he failed to comply with their lawful commands and fought against the officers. The suspect was eventually taken into custody. He was later identified by some of the victims. He was booked at County Jail. Report number 100895602

10:30 am, 1100 blk Bosworth, Burglary, Hot Prowl, Forced Entry
Officers Padilla and Sullivan responded to a burglary call. The victim stated that she was asleep in a bedroom off of the garage of the house and awoke to find that someone had broken the side door to the garage and entered the garage and stole an expensive power tool. The victim did not witness any part of the burglary. Report number 100894488

11:14 pm, 100 blk Fairmount, Vandalism to Vehicles
A witness heard a window smash and looked out the window. The victim saw two African American males at the passenger side of a neighbors’ vehicle and one of the suspect had his entire upper body inside of the vehicle. The witness turned on a light and it spooked the suspects who ran away south on Whitney St. Officer Brown with Officers Burke and Tam, responded and searched the area to no avail. The officers located a second vehicle with a broken window parked next to the original one. No loss was reported. Report number 100896252

06:25 pm, 5200 blk Diamond Heights, Shoplifting
Two women entered a grocery store and walked several aisles placing numerous items into their purses. The women were observed by a loss prevention officer working at the store. Upon leaving the store without paying for the grocery and toiletry items the security guard stopped the suspects. One of the suspects fled the scene and the other was taken into custody. Officer Castillo responded and took custody of the suspect. The suspect was cited and released at the scene. Report number 100873846

A woman responded to Ingleside Station and reported to Officer Lee that her vehicle had been badly vandalized. The victim told the officer that all four tires were slashed, the entire exterior of the vehicle was scratched and the hubcaps and side mirrors were stolen. Officer Polovina was dispatched to the report of a suspicious vehicle. He arrived and was met by the owner of the vehicle, who had found it with its doors open and his belongings thrown about on the inside. The victim said that he did not think anything was missing from the car. Report number

Officer Sanchez responded to the report of a burglary. The victim said that he woke up to find that his garage door was open. He and the neighbor he shared the garage with each last saw the door closed. Missing from inside the garage was a bicycle. Report number 100875444

Officer Reyes and Officer Altamirano responded to the report of a burglary. The victim said that she had been out running errands when she came home to find a window at the back of her house open. The victim thought nothing of it until she noticed some items out of place inside the house. The only thing she found missing was $10 in cash. Report number 100875870

PSA Heckenburg prepared a report at Ingleside Station regarding an auto-boost. The victim said that she came out to her parked car to find that it had been burglarized. Missing from inside was a bible and a GPS system. Report number 100854288

PSA Guiituan prepared a report at Ingleside Station regarding vandalism. The victim said that she came out to her parked car to find that one of its tires had been punctured and was now flat. Report number 100855753

Officer Park and Officer Chang responded to the report of a robbery. The victim said that she was walking down the street while listening to her iPod, when she felt someone tug on the iPod. She turned around and saw a suspect trying to take the iPod and so she screamed for help. The suspect then punched the victim once in the face, tookt he iPod and ran to an awaiting vehicle which sped away. The suspect was described as an African-American male (5’10 160lbs, aged 20-25) wearing a black and white plaid shirt and blue jeans. The victim was unable to get a description of the vehicle’s driver. The car was a white 4-door sedan, possible a Buick Le Sabre. Report number 100858575

Officers Archilla and Leong observed a vehicle on the roadway with apparently false registration. The officers conducted a traffic stop and contacted the driver who stated that he only borrowed the vehicle. The driver admitted to the officers that he did not have a currently valid drivers license. The vehicle was released to a valid driver and the driver was cited and released at the scene. Officers Conceicao and Gonzales investigated a stole bicycle report. The victim told the officers that his bicycle was stolen from the garage of his multi-unit building. The bicycle was not locked up or secured while in the garage. No signs of forced entry were located. Report number 100849148

06:15 pm, Unit blk Richland, Robbery w/ Gun
A pizza delivery man was robbed by an African American male, 20-25 years old, 6’0, 170 lbs, with black hair and brown eyes, wearing a beanie cap, black shirt and blue jeans. The suspect approached the victim and demanded the victims’ money. The victim was stunned and did not react immediately so the suspect showed the victim a handgun in his waistband. Fearing for his life, the victim handed the suspect $26.00 in cash. The suspect then ran away on foot. Officers Leong and Archilla prepared the report and numerous other officers searched the area for the suspect to no avail. Report number 100848996

Officers Gomez and Anderson met with a victim who was attacked by two Hispanic male adults. The victim stated that he was struck on the chin by one of the men with a baseball bat and sustained a large cut on his chin. The victim stated that he fell to the ground, and that the suspects did not attempt to steal his property. The victim was unable to provide a detailed suspect description and the suspects were not located. Report number 100840362

Officer Tillan responded to a burglary call and met with the victim. The victim told the officer that an unknown suspect entered the unlocked garage area of his building and stole his bicycle which had been attached to a rack on his vehicle. The suspect also entered the vehicle, but stole nothing and a storage locker and stole nothing. There were no signs of forced entry or exit from the property. Report number 100845083

Sergeant O’Brien responded to the report of a robbery. The victim had been walking down the street when her sweater was pulled up over her head from behind. The suspect told the victim that he was robbing her, and took her purse from her shoulder. The suspect then fled the scene on foot. The victim’s credit card, which was in the purse, was almost immediately used at gas stations in other parts of the city. The suspect was described as an African-American male (5’07, 160lbs) wearing a black/blue jacket and dark pants. Report number 100801267

Officer McCall and Officer Lozano responded to the report of an auto-boosting. The victim said that she was awoken by the sound of a car alarm. She looked outside and saw two men walking away from a parked Mercedes which had a broken window. They then got into a dark colored Toyota or Honda. In addition to the Mercedes, there was also another car with a broken window across the street. Neither car had items missing from inside. A dispute between a contractor and a homeowner erupted when the homeowner threw the contractors tools down a flight of stairs. The contractor refused to sign a citizens’ arrest for the homeowner and stated that they will settle the matter on their own or through civil court. Officer Naval documented the incident. Officer Anderson and Officer Otaguro responded to the report of an auto boosting. The victim had been asleep inside her home when she heard the sound of a car alarm going off. She looked outside and saw that her car had been broken boosted. Report number100783944

Sergeant O’Brien was flagged down by a woman who said that her car had been broken into overnight. Missing from inside the car was a pair of binoculars. Report number 100784237

Captain’s Message:
Ingleside Police District has had a string of auto break-ins that are beyond the normal patterns. These break-ins occurred in the more isolated, quiet streets of the Diamond Heights, Glen Park and Noe Valley neighborhoods. The suspect or suspects are breaking in a line of parked cars on the same block all at once. You can image that this is “high risk behavior” for the suspect, since at least one neighbor would hear car windows being broken or drive up during the act and call the police. Some car alarms only sound if the door is opened without the key, so thieves break the windows, lean into the cars and rummage through the glove or storage compartments. We ask neighbors to be vigilant and report suspicious persons, who are loitering and looking into cars.

Another trend is the theft of catalytic converters. Catalytic converters are part of a vehicle’s exhaust system and contain a small amount of platinum. This was a common occurrence years ago, but it virtually disappeared. Now, it is reappearing. Ingleside has had two incidents. One occurred on July 11th at Harrison and Precita, the other on August 11th at 1065 Portola. The targeted vehicles have an elevated body frame like an SUV or pick-up truck, so the thieves don’t need to jack the vehicle up to gain access to its underside. Once again, we ask you to be vigilant.

A woman reported that her locked and unattended vehicle was broken into and a backpack containing a laptop computer and some books was stolen. Report number 106100425

Officer Leong responded to a multiunit building regarding damage. A door lock to an exterior access garage door was damaged and inoperable. No loss was reported and it was unknown if entry to the building was gained. Report number 100766489

Officers Contreras and Hermosura stopped a driver for a cell phone violation. The driver told the officers that he did not have a license. The driver provided a passport to the officers as identification. The passport appeared counterfeit. The officers conducted a search of the vehicle interior and found a social security card and a drivers license with the suspects photo on it. Both documents appeared to be counterfeit. Pedestrian Traffic Safety Enforcement
On 7/31/10 between 10:30 am and 12:30 pm a Pedestrian Traffic Safety Enforcement operation was conducted on Bosworth, Chilton and Lippard. For the operation, six on-duty officers were directed to enforce traffic code violations specifically in relation to pedestrian safety. During that two hour time period 22 citations were issued for various offenses.

A man reported to Sgt Miller that he believes his neighbor damaged the frame around his garage and placed flyers in his mailbox and on his car in order to harass him.   The two men have had numerous disputes over the many years they have been neighbors.   Report number 100734480

Officer Giannini responded with several other officers to a battery call.   The officers located the victim who told them that he was the foreman of a new home construction project.   A neighbor had approached the victim and yelled at the victim regarding the noise created by a truck that had hauled away a container earlier in the morning.   The neighbor was irate and spit at the victim and then punched the victim in the face.   The victim called for the police.   The officers located the suspect and the victim positively identified him.   The victim wanted to press charges and therefore the suspect was cited and provided a court date.   The victim was treated and released at the scene for his injuries.  Report number 100730650

Poor driving behavior led Officers Fuentes, Ocreto, Dilag and Reyes to investigate.   The officers met with the victim who described a driver who yelled obscenities and drove erratically, then exited his vehicle and kicked the victims’ vehicle.   The suspect and his vehicle were located moments later. The driver was found to have a suspended drivers’ license.   He was cited for vandalizing the victims’ vehicle and driving with a suspended license.  Report number 100731062

Sgt. Miller responded to a fight and located all of the involved parties.   Though they had slightly differing accounts of the incident, none of them wished to pursue criminal charges and only wanted the incident documented.   Report number 100731727

Two young adult males were seen on security footage stealing liquor from a grocery store.   The responding officers, Margreiter and Uang, recognized the suspect from prior police contacts.   The suspects were named in the report.   Computer queries of the suspects revealed that they had both previously served jail time for theft related offenses.   Report number100732866

A robbery victim reported the crime many hours after the incident to Officers Morrow and Naval.  The victim stated that he was waiting for the bus at the corner when he was suddenly approached by an African American adult male, 25-30 years old, 5’11, 170 lbs, wearing a yellow shirt, black pants and black shoes.  The man had been standing at the corner with the victim and the victim believed he was also waiting for the bus.  The victim was startled when the suspect suddenly pointed a black semi-auto handgun at him and demanded his property.  The suspect knocked the victims cell phone from his hand and bent to pick it up.  As the suspect was bent over, the victim ran from the area toward Mission Street.  The victim looked back and saw the suspect waiving his phone in the air in a taunting manner.  The victim did not call for the police until after he reached his workplace.  Report number 100701617

Officers Chew and Schaefer responded to a bank robbery call with numerous other Ingleside units. The officers obtained a detailed suspect description and broadcast the information to other units in the area. The officers spoke with the victim teller and was told that a woman approached the teller window and pointed a handgun at the victim. The suspect demanded the money and the teller complied. The suspect then took the money and walked out of the bank. Suspect description: Hispanic female, 30-40 years old, tan complexion, curly brown shoulder length hair with highlights, wearing black sunglasses, black purse, denim dress, silver flat sandals. A man, walking through Glen Park canyon, observed six Hispanic male juveniles in the area of “the rock”. The man saw that one of the suspects had a can of black spray paint in his hand and that a fresh, large “tag” was painted on the rock surface. A young man ran into a restaurant and told the staff that someone was after him. As he fidgeted with his jacket a handgun fell onto the floor. The manager told the man that he was calling for the police, and the man fled from the restaurant. Officers Lim and Pederson located the suspect hiding on a second story balcony of a residence on Chenery and took him into custody. The restaurant employees identified the man and he was then transported to Ingleside Station. Officers Polovina and Ferronato retrieved the loaded weapon from the restaurant and found that the serial numbers on the weapon had been obscured. The Gang Task Force Unit responded to Ingleside Station and additional gang enhancement charges were added due to the suspects documented gang affiliation. Report number 100618313

Officers Pigford and Goldsborough completed an initial incident report regarding a shooting. The female victim was shot several times, rushed to the hospital, and is expected to survive. The known suspect(s) eluded capture, but the suspects’ vehicle was located shortly after the shooting and towed for the investigation. Officer Leong and Officer Paras responded to the report of a robbery with several other Ingleside officers. The victim was unloading groceries from the back of his car when he felt something pressed against the back of his head. He then heard two suspects demand his property. They took his wallet and turned the victim around and stole his cell phone. The victim saw that one of the suspects was holding a black handgun. The suspects then took a laptop bag out of the trunk of the car and fled the scene after getting into a white Chevrolet sedan. The suspects were two African-American males (both about 5’10), aged 30-35. One was wearing a white polo shirt with dark pants, and the other was wearing a white t-shirt with blue jeans. Officer Leong responded to a dog bite call at Kaiser Hospital. The victim had been transported to the hospital for a bite wound on his leg. The victim stated that he was walking with headphones on when he suddenly heard barking and felt sharp pain on the back of his calf. A small Chihuahua bit him and chased him with a larger dog across the street. The dogs’ owner then took custody of the dogs. The dog owner was later interviewed and cooperated with the investigation. [This took place in Bernal Heights just outside the border of Glen Park]

Crime Alert for the Area of Mission and Cortland Streets

On Sunday, April 18, 2010, in the early morning hours of 4:30 AM, a 21 year old women was accosted by a male suspect. The suspect is described as Hispanic, early 20′s, 5’3″, 150 pounds, wearing a white tank top, black jeans, black shoes, long braided black hair that went to the mid-back and spoke Spanish. The victim was waiting for the bus when she noticed the suspect loitering across the street and then walk off. She lost sight of him momentarily, when the suspect suddenly appeared in front of her. He was armed with an unknown weapon and ordered her walk. The victim used her chemical agent and “kneed” the suspect and was able to escape.

This incident stands out and is equally disturbing. It stands out because this is not your typical assault or attempted robbery. The suspect was wearing very distinctive clothing and had a distinctive hair style. This typically isn’t night time “robber attire.” It is disturbing because it is my opinion that the suspect was going to commit some type of sexual crime. In these circumstances, when a suspect attempts to move the victim, he wants to commit the crime in a more isolated location to avoid detection.

Ingleside officers will be vigilant in their patrols for this suspect. The report will be forwarded to our Sex Crimes Unit to see if any other similar incidents occurred in the City.

Lieutenant Garrity, at the Police Academy for training, prepared an incident report regarding a battery incident at Christopher Park tennis courts in the morning. Later that afternoon Officers Altamirano and Thompson responded to the academy regarding a call that the victim of the earlier incident had spotted the suspect back at the tennis courts. The officers spoke with both parties. The victim was cited for violation of a park code section, 3.02 Park Code-No dogs on Athletic Courts, at the insistence of the suspect, and the suspect was cited for a misdemeanor battery offense upon receiving a citizens’ arrest from the victim. Officer Hopkins responded to the report of a robbery. The victim said that she was waiting at a bus stop when she noticed a male staring at her. She turned her head away, and that is when the suspect reached into her pocket and stole her cell phone. The suspect then fled the scene on foot. The suspect was described as a Hispanic male (5’7 150lbs, 16-18 yrs old) wearing a black hat with a black jacket and blue pants. Report number 100337591

Officer Martinez responded to a multi unit residence where a woman reported that she buzzed in an unknown Hispanic male who had been incessantly ringing the bell.  She looked out of her door to see who it was and spoke with the m! an who told her he needed to enter her unit to look for mice. She had not been notified by the landlord about a service call and found the suspect suspicious.  She told him to leave or she would call for the police.  He did not immediately leave, so she called for the police.  The suspect was gone upon the officers arrival.  The victim acted appropriately regarding this suspicious occurrence.  Report number 100303956

The officer detained the subjects and asked them if they were on probation or parole. The male subject replied that he was on parole. Officers Padilla and Uang responded to assist in the investigation. Officer Hurwitz located narcotics inside of the passenger compartment of the vehicle. Officers Ma and Lundy responded to a call of a vehicle stuck on the Muni tracks. They contacted the driver of the vehicle and observed symptoms of intoxication. They conducted a DUI investigation. The suspect failed the Field Sobriety Tests and took a chemical test for blood alcohol level. The suspect was also found to be driving with a suspended license. He was arrested and booked. An issue came to my attention about door-to-door salespersons. We have received complaints in the past about rude and aggressive youths, who peddle subscriptions in order to aid their educational costs or allow them to win a vacation. Past experience has shown that an adult would drive a team of youths into a neighborhood to solicit magazine or newspaper subscriptions. The youngster would present him/herself as student, display a permit, offer pamphlets and finally give a “sales pitch.” When the home owner or resident politely refuses to purchase a subscription, the student would become aggressive or abusive. Elderly residents are understandably shocked and consumed with fear. Here are some facts about solicitors:
· A permit is not needed for door-to-door sales on private property.
· If the salesperson refuses to leave upon request by the property owner that is trespassing.
· Sales on a public street or sidewalk without a permit is a violation of 869 of the Municipal Police Code.
·Peddling by a door-to-door salesperson where a “No Peddlers” sign is clearly displayed is a violation of 870 of the Municipal Police Code.
·Charitable solicitors should follow the guidelines of “Solicitation for Charitable Purposes Card” under 660.2 of the Municipal Police Code.
If you are suspicious of a solicitor, call the police, and they will make contact with that person. You should avoid opening the door to a stranger. Ask the person to leave a leaflet at the front door to review at a later time. Remember, the best scammer plays his best upon the well meaning and good hearted.

Officer Ng investigated a shoplifting incident from a local market. The suspect was known to the employees. The suspect was gone upon the officers arrival, and was last seen at Glen Park BART. BART officer Moilanen was notified. About one and a half hours later the BART officer detained the suspect, but had to let him go as there were no Ingleside officers available to assist at the time. Officers Sugitan and Leong located the suspect nearby shortly thereafter and conducted a cold show with the store employees. The suspect was identified and arrested. A report crossed my desk today where an elderly lady had two firearms taken from her home. She lives in a high crime neighborhood where gun violence is common. I am writing to you today because we, as a community, must reflect upon the responsibility of gun ownership. If you, or an elderly parent or grandparent you know have firearms in the house, you should be aware of properly securing them. We know that some firearms are heirlooms. They may have once belonged to your grandfather and may have great sentimental value. So if you have an old revolver in a dresser or a shotgun in the back corner of a closet, or know someone who might, I suggest you contact a firearms specialist and ask them how to safely secure weapons. Officers Hurwitz and Daggett were working in plain clothes and driving an unmarked police car when they observed two African American men running on Mission St and nervously looking over their shoulders. The men stopped and began looking at the contents of a back pack. The officers stopped the two men and one ran to a nearby bus and got away. The other stated that he had “only” shoplifted. The officers found items with a drug store logo in the backpack. The theft was confirmed by the store manager. The suspect was booked. He had numerous prior theft arrests. Report number 100271610

I was informed by Chief Gascón last evening that I will be loaned to the Crime Lab to begin working on the recent problems which were discovered. This movement is temporary and important for the Police Department. Captain Louis Cassanego will be taking my place as the Commanding Officer of Ingleside Station. Captain Cassanego, as you may remember, served at Ingleside Station as the night watch Lieutenant until his promotion to Captain four months ago.

Captain Cassanego is an excellent police leader, very knowledgeable and thoroughly familiar with the operation at Ingleside Station including the great work performed every day by the community. He is well respected with the community and very popular with the officers at Ingleside Station.

I am very grateful for the work we have done together for the last 11 months and I look forward to our work together again in the future.

Officers Paras and Yuen responded to a robbery call and while driving to the location located three suspects, Hispanic male juveniles, and detained them with the assistance of Officers Almaguer and Uang. The victim and a witness were brought to the location and a cold show was conducted. The victims property was recovered due to an intensive search of the area. Investigating Sergeant Inocencio from the Ingleside Station Investigations Team took over the investigation. Two suspects were booked and the third released. Door to Door Soliciting
Please be vigilant regarding safety when encountering door to door sales people, including those there to sell magazines. We often receive calls about individuals going door to door and we believe many are using this opportunity to see who is home and what valuables one may have. Residents must have “no solicitors” sign posted and visible in order for officers to issue a citation.

Response from the MTA. The Municipal Transit Agency (MTA) recently ruled on three issues in the Ingleside District:
1. A determination was made not to establish a left turn lane from Northbound Diamond at Bosworth.
2. It is not recommended to restrict left turns from Foerester to Monterey.
3. A determination was made not to install a marked crosswalk on Diamond Heights Boulevard and Diamond.

When I [Captain Lazar] receive this information from the MTA, I like to keep the Community informed.

The victim stated that he left his home secure and returned to find the door broken and the house ransacked. The victim suspected that men who recently delivered furniture to his home were possibly responsible for the burglary. Stolen were a computer and other home office electronics as well as jewelry. Over the last few days, we have been dealing with the auto burglaries in Miraloma Park. The suspect in the case from Marietta Drive was charged by the District Attorney’s office. The important point in many of these cases is that the owners of the vehicles had left their vehicles unlocked. The suspect went from vehicle to vehicle attempting to determine which vehicles were unlocked. I was surprised to find out how many vehicles are actually unlocked at night. Please lock up your vehicle!

Officers Leong and Kabanuck responded to a theft report. The victim allowed the suspect to ride his bicycle which he was attempting to sell via a Craigslist posting. The suspect rode the bike in front of the victim for several minutes and then rode off on the bicycle. The suspect was a white male, 30-35, 5’8. 160 lbs, wearing a black nylon sweat suit, and gave a name of “Mike”. Report number 100197680

AUTO BURGLAR CAPTURED IN MIRALOMA PARK! Over the last few months, we have had quite a few auto burglaries in Miraloma Park. Some of these cases involved locked vehicles and others unlocked vehicles. Officers Anderson and Brown captured a suspect on Marietta Drive early this morning. I believe this suspect may be responsible for many of the cases. Our Station Investigators will be presenting the case the District Attorney’s Office tomorrow. More in tomorrow’s newsletter.

Public Safety Announcements in Glen Park

Officers will be participating with members of the Glen Park Community tomorrow evening in passing out public safety flyers at the Glen Park Bart Station beginning at 5:30 p.m. in response to some recent robberies in the neighborhood.

Operation Safe Muni!
We will be conducting Operation Safe Muni at O’Shaughnessey and Del Vale this afternoon from 3:00 p.m. to 4:30 p.m. Results in tomorrow’s newsletter.

Pedestrian Sting Operations
Pedestrian sting operations are important to send a message to motorists regarding driving safely and watching closely for pedestrians. Community members have told me that they have made themselves more aware of intersections and crosswalks after receiving a citation in one of our sting operations. Our mission is to increase pedestrian safety. Our procedures are as follows:

1. We target heavily traveled areas.

2. Enforcement has a secondary impact in enforcing the speed laws as well.

3. We are well aware that a pedestrian does not have an absolute right of way. Simply put, a pedestrian cannot suddenly step out in front of an approaching motor vehicle if that motor vehicle would not have time/ability to stop.

4. When conducting these operations, Officers will judge the speed of traffic and visibility conditions (checking for possible obstructions to a motorists visibility) and determine a point on the roadway which delineates the minimum distance between the motorists and the decoy officer as he/she steps out into the crosswalk. This allows the motorists to have sufficient stopping time.

5. A motorist will not be cited for approaching a pedestrian crosswalk if that motorist does not pose a threat to the pedestrian. This accounts for vehicles which are “too far away” and for vehicles which are traveling on a multi-lane street and are on the opposite side of the street and pose no threat to the pedestrian.

6. Officers involved in the operation do have to make a judgment call. In other words, how close can a vehicle get to the pedestrian. If an approaching vehicles’ speed and direction is such that a pedestrian has to slow or stop, and if that motor vehicle had the ability to stop for the pedestrian, and if that pedestrian did not suddenly step into the path of the approaching vehicle, then the motorist is in violation of 21950(a) of the California Vehicle Code.

Good rules, Common sense should apply to all. Try to make eye contact with both pedestrian and driver. Drivers should slow down and assess when they see pedestrians and pedestrians should make things easier for drivers by giving hand signals when appropriate.

10:59 pm, 100 blk Arlington, False Vehicle Registration Officer Baldovino was on patrol with Officer Otaguro when they ran the license plate of a vehicle and discovered it had registration which expired in 2008. The vehicle license plate had a registration tab showing 2010. They met with the driver who could not provide a drivers license. The vehicle was towed and the driver was cited for two misdemeanors. Officer Kabanuck and Officer Leong were dispatched to the report of a robbery. They met with the victim who said that he was walking down the street when he heard someone come up behind him. The victim then felt a tug on the laptop bag he was carrying. He turned around and was punched by a suspect who took the bag. The suspect and another man with him took off running with the bag and got into a white car. The suspects were African-American males (both ~5’9 160lbs), aged 20-25. One was wearing a black hooded sweatshirt, and the other a yellow hooded sweatshirt. Report number 100169037

Report Crime!
We encourage residents, merchants and visitors of the Ingleside District to report incidents of crime. Community members may call the police, travel to the police station, report online or call 311. I work closely with the Lieutenants and Sergeants, based on data from the crime reports, to determine strategy for deployment. When we notice a pattern of crime, we develop a plan to address the crime and other community problems.

Fingerprinting
Chief Gascón has directed that police officers be trained in the detection and collection of fingerprints when stolen vehicles are recovered or have been broken into. Ingleside officers are required to “dust for prints.” Please get the word out. The best way to accomplish this when a car has been broken into is to bring it to the police station for printing. We are hopeful that this technique will lead us to identifying those involved in this crime.

Valuables in Your Vehicle
A person on the unit block of Miguel in Glen Park reported that his vehicle had been broken into between the 16th and 17th. He had various expensive construction tools taken. As a reminder, do not leave anything of value in your vehicle while parked outside overnight.

Unlocked Vehicles
We are finding that many vehicles with items taken were not locked. It is my belief that the suspects travel through neighborhoods such as Miraloma Park, Glen Park, Diamond Heights and New Mission Terrace checking doors of vehicles, hoping to find one unlocked. Please lock your vehicles.

Cell Phones are Robbers Preferred Item
Please know that in most of the robbery reports I read, a cellular telephone was taken. In many cases, people stored personal information which could compromise their identity.

The suspect and another person had been using stolen credit card numbers to purchase gift certificates which they then used to purchase items at other stores. Officers Hurwitz and Daggett observed two African American adults sitting in a parked vehicle. They approached the vehicle and smelled burnt marijuana. The officers contacted the subjects and was told that there was a BB Gun in the car. The officers located the illegal weapon then cited and released the suspect. Report number 100166055

Ingleside District Stolen Automobiles
The Lieutenants and Sergeants are communicating to every officer at Ingleside Station that the most common vehicles stolen in the Ingleside District are 1990′s model Honda, Toyota, Acura and Nissan. We will be paying close attention to these vehicles on the road. Owners of these vehicles should take preventative measures to ensure their cars are not stolen such as installing anti-theft devices.

DPW Graffiti Program
The Department of Public Works is providing a service to owners of trucks that have been covered in graffiti. They will provide a free paint job to the owner who completes an application. The program requirements can be found by contacting DPW via 311 or at www.sfgov.org/dpw.

There were 3 robberies last evening [Tuesday in Glen Park] all within an hour of each other. The suspects were described as African American suspects in a dark colored sedan, possibly a Toyota. Possibly dark blue (See below).

Officer Bernal and Officer Sugitan responded to the report of a robbery. The victim said he was walking down the street when he felt someone wrap a metal chain around his mouth from behind. The suspects then took the victims property and fled on foot before getting into a dark sedan. The suspects were each described as African-American males, one possibly wearing a flannel shirt and the other possibly wearing a white shirt.

Officer Pereira was dispatched to the report of a robbery. The victim had been riding his bicycle when he was bumped from behind by a car. The contact knocked the victim to the ground. At this point the victim was robbed of his items by two men who then got into a dark colored car. The suspects were all described as African-American males, one wearing a white t-shirt (6’00 170lbs), the others wearing black hooded sweatshirts. Report number 100157082

Officer Sugitan and Officer Bernal responded to the report of a robbery. The victim was walking home from the Glen Park BART station when he saw man run towards him and corner him into a dark location on the street. I have received reports from community members regarding receiving phone calls from people posing to be from PG&E or to be a representative of Medicare wanting to come to their homes to have a discussion about saving money etc. Once these appointments were made, the caller would not show up. Please prevent from becoming a victim by either verifying these calls or not participating or agreeing in these appointments.

Every Tuesday at noon, San Francisco tests the OPWS. During the test the siren emits a 15 second alert tone. In an actual emergency, the siren tone will cycle repeatedly for 5 minutes. Should you hear the sirens at any time other than Tuesday at noon, go indoors and immediately tune to a news source such as KCBS 740 AM or other local media stations.

Vehicle Theft
There is a common theme throughout the entire Ingleside District with regard to vehicles being stolen. I have noticed that Hondas between 1992 and 1998, Acuras and Nissans (1990′s) are the most common vehicle being stolen. The Toyota Camry are right there as well. If you own any of these types of vehicles, please know that your vehicle is targeted more than anyone else’s and also take preventative measures to prevent your vehicle from being stolen.

PSA Knuckles took a counter report from a resident who heard a loud bang outside her garage then found the garage had been dented from the outside, breaking the springs and causing the door to be inoperable. Report number 100079464

11:00 am, 400 blk Chenery, False Personation/Fraud
PSA Zabarte took a counter report from a victim who sold a watch on Craigslist for $300. The suspect (buyer) told the victim that he was sending $1800 and that the rest of the money was to be sent by the victim to a third party via Western Union. The suspect sent two $900 checks and the victim complied by sending the agreed upon amount to the third party. The two $900 checks were later returned by the bank as fraudulent. A community meeting has been scheduled for Thursday, January 28, 2010 at 5:30pm at the Excelsior Teen Center located at 4468 Mission Street. The purpose of the meeting is to discuss the recent officer involved shooting on Maynard Street. Chief Gascón and Supervisor Avalos will be in attendance and a presentation will be made regarding the incident. We encourage members of the community to attend the presentation followed by a question and answer forum.

3:46 pm, 200 blk of Arlington, Drug Arrest
Officers Hurwitz and Daggett were conducting surveillance on a location where numerous complaints have been received. The officers observed a male suspect walk over to a vehicle and attempted to get in only problem was he had no keys in hand. The officers decided to investigate. The officers noticed that the suspect was nervous and kept reaching into his pockets. The officers got identification and found that the suspect had numerous drug arrests. The suspect then pulled out an eyeglass case where the officers discovered a glass pipe and methamphetamines. The officers also discovered a scale and other item that indicate that this suspect is a dealer. The suspect was arrested and booked. Report number 100022190

Officer Hurwitz was patrolling in plain clothes when she responded as a back up on a call. The officers recognized the subject at the scene to have a $20,000 warrant. The suspect was arrested for the warrant. Report number 100025564

Glen Park Vandalism
A swastika was placed on the wall of the Glen Park Recreation Center. This has been a repeated incident. The last hate graffiti placed on the building was over a month ago. We are keeping a close eye on this area and we now have officers specifically assigned to patrol the parks at night. Please report suspicious activity right away. We would like to catch the person(s) responsible for this vandalism!

Officer Curry was on patrol when he was flagged down regarding a vandalism report. The victim told the officer that he parked his car a few doors down from his home only to discover that someone had broken out the back window. No one was observed and there was no loss. Report number 100036715

11:30 am, Chenery/Whitney, Theft from Vehicle
PSA Zabarte prepared a report at Ingleside Station regarding a theft from a vehicle. The victim said that she came out to her car, which had been parked in the street overnight, to find that it had been broken into. The victim’s car stereo and iPod were taken along with some other items. Report number 100037111

2:30 pm, 100 blk of Monterey, Hot Prowl Burglary
Officer frisk was sent to investigate a burglary case. The victim told the officer that two suspects (females) came to her door and asked for her help. The victim was lead to believe that one of the women was pregnant and needed boiling water. The victim told the officer that she found it odd that the pregnant woman looked to be 70 years old, but boiled the water while both suspects were inside her home. One suspect kept the victim occupied while the other went on to the rest of

3:07 pm, 2900 block Diamond, Battery
Officer Thompson was on patrol when he responded to the report of a battery. The victim said that while she was sitting on the ground and talking on her phone, she got into an argument with someone coming out of the store. She said that the suspect drove away, but she saw the car out of the corner of her eye make a U-turn. The suspect then ran up to her and kicked her in the head. The suspect then fled the scene. Valuables left in a Car May Be Taken
A person parked their car at Chenery and Whitney. When they returned, they discovered that items were taken from their vehicle including an I-Pod. Please do not leave any valuables in your vehicle, even if parking the car for 15 minutes!

Officer Jones prepared a report regarding Harassment. The victim told the officer that a suspect in the park has been yelling profanities at her for no reason and that it is disturbing her. The victim provided the officer with the suspects name and a recording of the verbal abuse. Report number 100013531

4:00 pm, Unit blk of Addison, Theft from Building
Police Services Aide Knuckles prepared a report regarding a theft case. The victim told the PAS that a known suspect had taken the laptop from his home. The victim told the PSA that he called the suspect and asked if they had taken the computer and the reply was “yes.” Report number 100014818

Captains Message:
Auto Burglaries in Diamond Heights
During the last few days, we have noticed an increase in vehicles being broken into in Diamond Heights. We first started noticing Diamond Heights Blvd and Duncan. Over the last two days, a person has entered the garages on the 100 and 200 block of Red Rock and broken into the cars there. In one of the cases, the suspect is described as an African American Male, 5’8, 140lbs, wearing a black cap, beige jacket, black pants and white shoes. Please do not leave any valuables in your car and immediately report any suspicious activity. (See below)

Theft from an Elderly Woman
An elderly woman on the 100 block of Monterey was taken out her trash last evening. Two women approached the elderly woman and struck up a conversation with her. The elderly woman elected to invite these strangers into her home to continue the conversation. While in the home, one of the women quietly located about $5000 dollars. After a while, the women left and the victim discovered her cash and a checkbook missing. The elderly are often targets of these types of crimes. Please remind those you know to not let any strangers into their home under any circumstances!

Officers Sugitan and Shugars were sent to investigate a burglary case. The victim told the officers that they left home and when they returned they discovered that someone had broken in the front door. The victim told the officers that an iPod was the only item taken. Report number 091323013

Wednesday, December 30, 2009
08:48 pm, 200 block Addison, Drug Arrest/Probation Violation
Officers Sugitan and Shugars were dispatched to the report of several people in a parked car who were smoking, drinking and playing loud music. The officers arrived and found a vehicle parked illegally, matching that which was reported. The driver of the vehicle and the passenger smelled of marijuana and the driver was on probation. The officers searched the vehicle and found a bag of crack cocaine rocks. The driver was arrested and transported back to Ingleside station where an arrest search yielded hashish in his shoe and marijuana taped to the under-sole of his shoe. The suspect was charged with possession of cocaine for sale, possession of marijuana and a probation violation. Report number 091326738

PSA Guituan prepared a report at Ingleside Station regarding vandalism to a vehicle. The victim said that she returned to her parked van to find that her right rear passenger door had a large dent in it. Report number 091325564

Captain’s Message
Ingleside Station’s first community meeting of the year will be on Tuesday, January 19, 2009 and will be held at the Visitacion Valley Community Center, 66 Raymond Street at 7:00 p.m. The meeting last one hour and it is a great way to discuss issues affecting neighborhoods in the district.

We had a bold robbery last night [Tuesday, Dec 29] in Glen Park when 5 juvenile suspects robbed a person of their cell phone at 30th Street and Chenery. Thanks to the outstanding work of our night watch officers, all 5 suspects are in custody. We will feature this case on Monday.

Door to Door Salesman
We have had a reported increase of calls regarding door to door salespersons in Miraloma Park and other residential neighborhoods in the Ingleside District.  I suggest that you phone the police when the solicitors come to your door and you should post a no solicitors sign on your property. There was a case a block outside of the Ingleside in the Taraval/Forest Hill Extension Area over a week ago where when the police arrived, the solicitor took off running between the houses. Many of these individuals are not legitimate and are looking for an opportunity to commit a crime.

Officers Saari and Morgante were on patrol when they were dispatched to the call of a burglary. Upon their arrival, they spoke to the victim who told them that he parked his vehicle in his complex’s garage at 3 pm on 12/23/09. The victim said that he returned to his vehicle after being told b a neighbor that his window was broken. A briefcase containing brochures and sales material of no value was found to be missing from the vehicle. The victim said he later discovered his missing items discarded a few parking stalls away. There is no suspect information. Report number 091306821.

Miraloma Park Burglaries
Last week I mentioned a burglary in Miraloma Park on Juanita Way. Over the weekend, a construction site on the 700 block of Foerster was burglarized. Today, there was a burglary attempt on Dalewood and actual burglary on Melrose. When the officers arrived on scene at the Melrose location, the suspects were fleeing in their getaway car, nearly running one of the officers over. The vehicle involved in today’s incident is described as a black Buick with tinted window. We obtained a partial license plate of 5YB…. Our Station Investigations Team is working on this case. Please feel free to call the station if you have information or our anonymous tip line (number listed below). Please phone the police if you see this vehicle in your neighborhood.

Police Services Aide Heckenberg prepared a report regarding a theft case. The victim told the officers that she parked and locked her vehicle only to discover that someone had broken into her car and stolen her property. Officer Frisk was able to lift a fingerprint from a mug in the car that could possibly be the suspects. There is no suspect information. Report number 091286950

11:20 am, 500 blk of Monterey, Vandalism to Vehicle
Officer Curry was sent to investigate a vehicle vandalism case. The victim told the officer that he parked his vehicle at this location and went to an 18 minute meeting. When he returned, he and his friend saw a white male standing next to his vehicle moving his hands near the door as though he was doing something with the vehicle. The victim said that when he approached and questioned the suspect, the suspect appeared startled and ran into a nearby house. When he checked his vehicle he discovered scratch marks on the vehicle. Officer Curry attempted to make contact with the suspect but was unsuccessful. Report number 091287356

Officers Martinez and LaRocca were sent to investigate a person with a knife involved in a fight. The victim told the officers that the known suspect had threatened him and his son. The victim told the officers that it escalated when the suspect made the same threat and included the employees of his company and grabbed a knife and moved towards the victim. A third party intervened and took the knife away from the suspect. The suspect was arrested for the attack and booked. The knife was recovered by the officers. Report number 091291288

I have added bicycle officers to Glen Park, 7 days a week! Officers Wilson, Padilla and Barajas are currently assigned to the area of 30th and Mission and have expanded their beat by spending time in Glen Park. I know they will be a great addition to the neighborhood.

[Similar burglaries have occurred in Glen Park recently]
There was a burglary in Miraloma Park on Juanita Way during the day yesterday. The victim did not deadbolt the front door. Loss were numerous family laptops, a television and jewelry. Sergeant Miller prepared an excellent police report and conducted a thorough preliminary investigation. This afternoon, members of our Problem Solving Team passed out flyers informing the community of this burglary. It appears that the suspect entered by forcing open the front door. The case has been assigned to our Station’s Investigations Team. Please use your door’s deadbolt! Anyone with information should contact Ingleside Station or our anonymous tip line at 587-8984.

Officers Leong and Kabanuck were sent to investigate a theft case. The victim told the officers that she was standing in front of her home looking for her keys in her purse. The victim told the officers that she heard footsteps behind her. The victim told the officers that when she turned, she saw an Africa American suspect between the ages 16 to 18, 5’7 run up to her and snatched her purse from her hands and flee. 5:47 pm, Mission @ Randall, Possessions of a Gun Arrest
Officers Hurwitz and Daggett were on patrol when they noticed a group of men that were standing next to a car. The officers noticed that one of the men were holding and drinking a beer as he got into the driver side of the car. The officers stopped and detained the men and immediately observed that one of the other men was holding a rifle and looked like he was loading a bullet into it. The officers drew their guns and ordered the suspect to drop the rifle. The suspect dropped it and was taken into custody. The officers continued their investigation and discovered that the suspect that was attempting to load the rifle is on “PAROLE”. Both men were arrested and booked. Report number 091196456

Officers Crispin and Khan responded on a call of a driver behind the wheel of a vehicle parked in the middle of an intersection. They found the driver to be under the influence of alcohol. The driver was given medical treatment and placed under arrest. The driver was cited and released. 091157668

10:10am, 600 Block of Monterey, Petty Theft/Parole Violation
Ofc. Stansbury responded to a theft from a store where security had a suspect detained. The security officer saw the suspect enter the store and place several items inside his coat. The suspect walked by several check stands without attempting to pay for the items. The security officer stopped the suspect outside of the store. The security officer signed a citizen’s arrest. Ofc. Stansbury took custody of the suspect. A computer check on the suspect revealed a prior petty theft conviction. The California State Parole Board ordered a parole hold be placed on the suspect. 091160075

Captain’s Message
On November 7, 2009, Officers Carrasco and Dominguez responded to the 500 block of Laidley Street regarding a theft from a mailbox. The suspect was posing as a door to door solicitor. He knocked on several doors and once he realized there was no response, he slipped his hand under the metal gate and removed a package. Officers Carrasco and Dominguez detained the suspect and he was without the stolen package. The suspect said he was raising money for the “New World Church Inc” at 465 Ellis Street. None of the information the suspect provided checked out. Please phone the police immediately if you see someone going door to door soliciting and more importantly, reaching or looking into mailboxes.

The officers detained and called for assistance. Officers Naval and Morrow responded and stayed with the suspect as officer Chang went to meet the witness. The witness told the officer that he could identify the suspect. The victim was taken to identify the suspect, which he did positively. Another example of how the Ingleside community is working in partnership with the police. The suspect was arrested and booked for auto burglary. Report number 091148714

5:20 pm 2700 blk of Diamond, Suspicious Occurrence Officers Chou and Suguitan responded to a suspicious occurrence incident. The victim explained he observed a customer who he suspects of shoplifting, but has never been able to witness the subject in an actual shoplifting act. The victim told officers he has observed the subject in the store on several occasions, but has not observed the subject purchase any merchandise. Subject was identified. Report number 091139070

Captain’s Message
Yesterday [wednesday], we were fortunate to have the Department’s approval to use our model in conducting a Citywide operation involving police officers from all of the 10 district stations, the Muni Response Team, the Fugitive Recovery Enforcement Team and the Market Street foot beats. We established a command post at Tenderloin Station and ran the operation from about 1:00 p.m. to 8:30 p.m. The results were amazing and are being provided by the Department later today. In the Ingleside District alone, at 30th and Mission and Silver and Mission, a team lead by Sgt. Miller wrote approximately 80 citations for proof of payment!

Officers Hurwitz and Daggett were on patrol when they noticed a suspicious subject that appeared to hiding in the bed of a truck. The officers decided to investigate. The subjects demeanor changed from pleasant to nervous when he realized the officers were about to find out what he was up to. The officer asked him if he had anything illegal on him. The subject knew that theses officers were going to find out his secret. He told the officers that he had drugs in his pocket. The subject was arrested for possession of Methamphetamine and he had a switchblade in his pocket. Report number 091112139

Yesterday, I focused on car safety during the winter season. Today, I would like to focus on home safety during the winter season.

- Check your exterior lighting, especially at your front door and garage.
- Replace the batteries in your smoke detectors and check the test button.
- Consider purchasing carbon monoxide detectors. Carbon monoxide is colorless and odorless and most of all lethal. Prices have come down, and they’re more affordable.
- Test your home furnace now to see if it functioning properly. When the first cold snap hits, furnace repairmen are in short supply. PG&E is always a resource if a serious problem arises.
- Timers are ideal to illuminate your interior home, when you come home late.

Police Services Aide Knuckles prepared a report regarding a pickpocket case. The victim told the PSA that she took BART home today with her backpack on her back. The victim went on to say that when she finally got a seat she checked her backpack and discovered that her wallet was missing. Report number 091109095

Safety Tip! During this Holiday season be careful when on any public transportation. Never leave your backpack on your back, instead place it on your chest and under your coat or jacket and zip it up if possible. This will keep your property in eye sight. Have a safe Holiday season.

October is National Crime Prevention Month

This is a perfect time to take the extra steps in practicing safety awareness by learning more about crime prevention and the steps you can take to make yourself, your family and your property safer. If you don’t already have a Neighborhood Watch group on your block, now is the time to start one!
Call SAFE at 553-1984 to get organized!

Halloween Safety Tips:
Costumes should fit correctly so kids won’t trip on them.
-Wear light-colored costumes to be seen at night.
- Kids should not try to Trick or Treat by themselves. They should go with an adult and a group of friends. Map out where you and your friends will be going. – Visit only the well-lighted houses. Try to Trick-or-Treat while it is still light out; always bring a flashlight, it may get dark.
- Wear a reflective costume or stickers. Pick well-lighted streets. Walk on the sidewalks.
- Do not take shortcuts or alleys!
- Only accept candy at a person’s front door. Do not go inside of a house or
into someone’s car.
- Have a back-up plan in case you get separated from your group. Carry a cell phone, walkie-talkie or money for a pay phone, and the number of a trusted adult.
- Don’t eat any candy until you get home. Have an adult check to make sure there are no tricks in your treats! If there is any suspicious candy, contact your local police station.

Now that fall is in full swing with shorter days and the promise of rain, I
will be writing about safety tips as winter approaches. Today, I will
focus on car safety.

- Check your windshield wipers. If they are streaking, replace them.
The ability to see the road, pedestrians and hazards is important.
Changing most wiper blades is literally a “snap.”
- Make sure your tire treads are within the standard. The ability to
keep traction on a wet roadway will enhance your braking and avoid
hydroplaning.
- Check all your headlights, signal lights and hazard lights. You need
to see, be seen and telegraph your movements to other motorists and
pedestrians.
- Keep safety flares, or even better, battery operated safety lights in
your trunk.
- Keep a flashlight in your car and periodically check its batteries.
- Keep a disposable camera in your car to photograph damage on both
vehicles in a traffic collision. Cell phone cameras don’t have a flash
system, and their night photo capabilities are marginal. Major drug store
chains have disposable cameras for a little as $5.99 when they’re on sale.
This will aid your insurance agent and protect yourself from exaggerated
claims.
- Look for pedestrians. Winter coats and fall fashion trend to darker
color tones. Early darkness in the evenings, rainy weather and dark
clothing means drivers and pedestrians need to use more caution. If you’re
a pedestrian, don’t assume drivers see you.

Officer Curry was sent to investigate a theft case. The victim told the officer that he parked his work car and locked it. The victim said that when he came back to it he discovered that someone attempted to steal the vehicle and instead made off with a large quantity of power tools and a tool box. Officers Pedersen and Chang were sent to investigate a trespassing case. The victim told the officers that he heard a noise from his roof. The victim went to investigate and saw an unknown suspect on his roof. The suspect jumped off the roof when he saw the victim and ran away. Nothing was broken or damaged. Report number 091096323

We had numerous thefts from vehicles over the weekend. Please make sure your vehicle is secure and nothing of value is left inside. We will be working on plans to capture suspects responsible for these crimes.

We have seen an increase in Auto Boostings. Areas that have been hit the hardest have been Noe Valley, New Mission Terrace and Miraloma Park. Ingleside Station officers are aware of this crime problem and have been working to capture the suspect(s) responsible. I read a report today where a GPS was taken. Please take all of your valuables out of your vehicle. This morning’s incident, at 5:50 a.m., the suspect, who was described as a Hispanic Male, 25-29 years, 6’0, 200lbs, wearing a dark knit cap, dark jacket and dark jeans was on the 400 block of 28th Street. He was seen breaking into a Toyota 4 runner. Upon escape, he jumped into a green or black Toyota Tercel and fled. Officers were a few short minutes behind him.

Officer Brown observed two males looking up and down the street as if trying to located someone. She asked them if something had happened. They told her a lock on a bicycle was cut and the bicycle was stolen from in front of one of the businesses. A search was made of the area but the suspect and bicycle were not located. 091089823

Captain’s Message:
Officers McNamara and Elton capture a wanted fugitive (Bail $30,000) aboard a Muni Bus while riding the bus and conducting Operation Safe Muni! The officers discovered the person was wanted upon conducting a “fare check.”

These same officers nearly 3 hours later capture a graffiti vandal who was “tagging” the inside of a bus!

Yesterday, members of the Problem Solving Team issued 11 citations for proof of payment and 1 citation for misuse of a transfer. One Juvenile was cited for proof of payment and 21 juveniles were admonished! We are riding Muni and are committed to Muni Safety in the Ingleside District!

Ingleside Station Officers McCarthy, Hopkins, Goff and Trail, lead by Lt. Moran, will be involved in a great community event this weekend. On Saturday at 11:00 a.m., they will be competing in a “Cable Car Pull” competition as part of a fundraiser for the Make a Wish foundation in an effort to raise money for a great cause. The community is welcome to attend and cheer for their Ingleside Team! The event will be held at Aquatic Park.

Lt. Moran, Lt. Cherniss and I will be representing “Team Ingleside” in a 5k Run fundraiser for SF Safe in Golden Gate Park on Sunday at 11:00 a.m. SF Safe is a great organization which does a lot for the residents and merchants of San Francisco. It will be fun day!

We are hoping for a great turnout for Saturday’s Children’s Health and Safety Fair in Diamond Heights which begins at 10:00 a.m.

Lt. Moran will be conducting Operation Last Call this evening which involves enforcement around the bars and nightclubs. It is our goal to keep our community safe and to ensure public safety at these venues.

Officers Gonzalez and Bernal responded to a robbery. The victim told officers that she was holding her Apple Itouch, when a male suspect grabbed it from her hand. The victim attempted to hold on to her property, but was unable to. The victim was not injured; however, her Itouch was stolen. The suspect was not located. Report number 091086299

I made my first Compstat presentation this afternoon. Chief Gascón has formalized Compstat and the Captains must now present on the state of their districts, including their response to crime problems, based on data. I will be presenting monthly before Compstat and I look forward to working with members of Ingleside Station and the community to identify crime problems and deploying resources to address those issues. I will be sharing the crime statistics with you in the days and weeks to come.

Officers Rueca and Bartley were sent to investigate an assault case. The victim told the officers that a know suspect had attacked him with a pair of shears. The victim told the officers that he was not injured. The victim also said that the suspect cut the phone lines with the shears so that he could not call the police. The officers called for backup as they listened to the, now barricaded suspect. After a 10 minute standoff the suspect came out of the room and gave up without further incident. 4:44 pm, 300 blk of Bosworth, Methamphetamine Arrest
Officers Uang and Ravano were patrolling when they observed a vehicle being driven by a subject that they had dealt with in the past for narcotics violations. The officers knew that he was on felony probation on their last contact. The officers stopped the vehicle that had two other people in the car, and contacted the subject. The officers discovered that the subject was now on felony parole. Because of this, the officers conducted a search of the vehicle that yielded Methamphetamine. The condition of the subject’s parole prohibits him from possession of drugs. The officers arrested the subject and identified the two other individuals. Report number 091079119

Officers Stansbury and Paras responded to a report of a suspicious vehicle occupied by three males. One of the subjects was in possession of marijuana. The subject was cited and released. Report number 091066075

Many people have asked me how our plan has been going on Muni. Police officers have been boarding the bus and asking for proof of payment. They have been issuing citations when people cannot produce evidence that the fare was paid. Foot beat Officer Lundy reports that when he now boards a bus on Mission Street, many people quickly leave and others automatically hold up their fast passes.

Police Services Aide Knuckles prepared a report regarding a Fraud. The victim told Knuckles that an unknown suspect had put charges on his gas credit card without his permission. Report number 091062095

Captain’s Message:
Lt. Perea ran an Operation Safe Crossing traffic enforcement operation yesterday in Glen Park and Miraloma Park resulting in 28 moving violations for failing to yield to a pedestrian in the crosswalk.

Recently, a member of the community asked me if it was ok for police officers to use a cellular phone while driving a police vehicle. The law provides an exception as indicated in California Vehicle Code Section 23123(d) “This section does not apply to a emergency services professional, using a wireless telephone while operating an authorized emergency vehicle….., in the course and scope of his or her duty.”

On October 12, 2009, a brief Operation Safe Crossing traffic enforcement operation occurred at Bosworth and Chilton, Alemany and Cotter and Alemany and Theresa resulting in 10 moving violations. One citizen mentioned to Sergeant Turner and Officer Morrow that he was thankful because he lost his mother and friend at separate times in accidents at Alemany and Theresa.

Officer Eastlund from Bayview station responded to investigate a vandalism that occurred in our district. The witness told the officer that he observed two suspects, one of the suspects inside a vehicle and the other standing outside it. The witness went on to say that he watched as the suspects pushed the car over the embankment, and then cheer their accomplishment. The suspects fled prior to police arriving. Sgt Molina along with Officers Ravano and Uang were conducting a follow up investigation regarding drug dealings in this area. The officers observed 3 suspicious subjects in a vehicle that had no plates and recognized the driver and knew he did not have a valid license. The officers detained the three and asked them to exit the vehicle. When the subjects got out the officers saw a bindle of drugs on the seat. The three were placed under arrest. A MUNI driver flagged down Off. Thompson and Off. Altamirano and reported graffiti was happening on her coach. As the Officers entered the bus the driver described the suspect to them. Off. Thompson went to the rear of the coach and as he approached a subject who matched the description, he observed the subject drop something on the ground. Off. Thompson retrieved a purple marker and detained the suspect who had purple ink on his hands and which matched purple graffiti on the bus. A citizen’s arrest was signed and the subject was cited and released. Case #090964171

Off. Pereira and Off. Bernal responded to a call of a fight between roommates. The victim was hit over the head with a bottle by the suspect who fled the scene prior to the officers’ arrival. The victim is in stable condition. Case #090972920

4:00 AM, San Jose/Randall, Traffic Collision

Captain’s Comments:
We had a busy and violent weekend. Officers worked long hours and late each day in ensuring investigations were handled properly and police reports were well prepared.
We are keeping a close watch for a potential sexual predator! Since September 9th, we have had a few cases where a male has attempted to lure young girls into his car around Middle Schools. This has happened in both the Ingleside and Taraval Police Districts. Specifically in the Outer Mission and around the Bart Station. The suspect will ask, “What is your name?” “How old are you?” “Do you want a ride home?” He has targeted 12 to 15 year old girls.
The suspect is described as a Filipino Male, 30-35 years of age, dark complected with acne. In one of the cases, he was wearing a white shirt. He has brown hair and brown eyes and has been seen in a 90′s model, 4 door, Ford Taurus without hub caps. The license plate may start with “6JUY”. If you see this suspect or witness any suspicious activity, immediately phone 911!
We strongly encourage anyone who has experienced something like this to call sex crimes at 415-553-1361 or dispatch at 415-553-0123.
Please remind your children to never enter anyone’s vehicle and to not engage in a conversation with strangers. Pay particular attention going to and from school. Consider bringing your children to school or having them walk in groups. For more information on how to stay safe and stranger danger, contact SF Safe at 673-SAFE. Officers Ravano and Uang were conducting a narcotics investigation. The officers were able to locate a subject that was on probation and with a search condition. When the officers located the subject they found that he was in possession of narcotics, thus violating his probation and sending him back to jail. Arrest made. Report number 090922367

12:21 pm, 100 block Highland, Recovered Vehicle, Drug Arrest
Officer Johnson-Carr and Officer Toomey were on patrol when they saw man leaving a vehicle which was parked on the street. There were two other men in the back of the car. The officers talked with the suspect who said he was on parole. The officers were then told by a bystander that there was something burning in the car. Upon inspection of the car, the officers found that it was stolen and contained the personal property (including drugs) of the man they had just spoken to. They went back and made contact with the suspect and searched the residence he was in. The officers found additional drugs during the search. The suspect was arrested and charged with a drug violation, vehicle theft and a parole violation. Case number 090907046.

Captain’s Message:
Ingleside Station’s Ambassador Program is expanding. One of the great concepts in Community Policing I received from Captain Chignell is the Ambassador Program. Currently, we have two volunteers, Mr. John Motroni and Mr.Robert LaVine. Our volunteers participate in the Department’s volunteer program and have completed the required background checks to work at a police facility.
Every Thursday, John and Bob review hit and run reports. They then contact victims and follow up to see how they are doing and to determine if they have follow up information that will be useful to their case. As of today, I am expanding the program to include all victims of Hit and Run, Vandalism, Auto Boosting, Burglary and Theft. We are developing a templete for John and Bob so that they may ask the victim if they belong to a neighborhood watch and provide them with information such as access to this daily newsletter, crime prevention information and involvement in community meetings. We have developed a procedure for gathering further information on the victim’s case. It is our goal to provide this additional service to members of the public who are victimized while living, working or visiting in the Ingleside District. We look forward to great success!

Ingleside Station made 3 DUI arrests in the month of August.

Ingleside Station is 2nd in the City overall on grafitti arrests with 28 year to date! Great work by Officer Lundy who made a grafitti arrest on August 13th after noticing 4 males who had placed grafitti all over the back of a Muni bus.

There was a burglary reported in Diamond Heights yesterday. The victim reported leaving a window unlocked. Please be mindful to keep doors and windows locked when you are not home. Especially in this hot weather.

Captain’s Message:
Ingleside Station’s Problem Solving Team expanded last weekend! As part of the recommendations in the Phase I Station Implementation Plan, we established a problem solving team. The team’s mission is to be a resource to sector and foot beat officers by working on long term problems in the Ingleside District. These officers are dedicated to solving problems and as a result, improving quality of life for residents and reducing calls for service. The problem solving team consists of Officers Hornstein, Williams, Elton, Goldsborough, Brown and McNamara. The team leader is Sergeant Miller. This is the only full time, district wide team in the City. We look forward to their great work and I will report to you on their successes.

I will be featuring the Department’s new Text-A-Tip, including instructions on how to text, in tomorrow’s newsletter.

Lieutenant Perea will be leading a group of officers tomorrow morning (8/26) to conduct “Operation Safe Crossing.” This is our pedestrian sting operation where we will be issuing moving violations to motorists who fail to yield to pedestrian in the crosswalk. The operation will run from 7:00 a.m. to 12:00 p.m. Our target locations are Bosworth and Chilton, Bosworth and Hamerton, Bosworth and the SB 280 on-ramp, Judson and Gennessee and Phelan and Judson. School is back in session and we are committed to pedestrian safety!
